5–7 hours: the Old City
This is the sweet spot for a quick taste of Baku. Take a taxi or a pre-booked car (about 35 minutes) to the walled Old City (Icherisheher) — the Maiden Tower, the Palace of the Shirvanshahs and the atmospheric lanes around them, all UNESCO-listed and compact enough to enjoy in a couple of hours. Store your bags first (see luggage storage) so you travel light, and book a return car or transfer so you are not waiting for one. Make sure your e-visa is sorted before you land.
7–10 hours: Boulevard & Flame Towers
With seven hours or more you can add the Caspian-front Baku Boulevard, the dazzling Flame Towers above the city, and the Zaha Hadid–designed Heydar Aliyev Center to your Old City visit. Eat well between stops — Azerbaijani plov, kebabs and Caspian fish. A pre-booked car or transfer that waits for you makes a multi-stop plan comfortable. Leave a clear buffer to return and re-clear security.
10 hours+ or overnight
A long layover opens up more. Beyond the city you could visit Gobustan (prehistoric rock art and bubbling mud volcanoes, about an hour south) or the Absheron fire sights — the burning hillside of Yanar Dağ and the Ateshgah fire temple. On an overnight, book a room: Baku has plenty of hotels in the centre and a few near the airport, so you can sleep properly and reach check-in easily. For any trip out, a private transfer that waits for you is the least stressful option.
